RESULTS-ORIENTED GRANTMAKING/GRANT-IMPLEMENTATION

THFCM’s approach to grantmaking embraces a philosophy of partnership between the foundation, the applicant/grantee, and the evaluator in a shared aim of achieving successful results.  This approach is operationalized through a planning and evaluation system called Results-Oriented Grantmaking and Grant-Implementation (ROGG, Copyright © by Dr. Janice B. Yost and Dr. Abraham H. Wandersman).  ROGG applies an empowerment evaluation orientation whereby program developers are provided with forms for facilitating the program planning, assessing the program implementation, and documenting the results of the program, with the funder and evaluator partners providing interactive support throughout the process. ROGG is based on comprehensive quality programming to systematically plan programs, and then, continuously enhance and sustain program functioning. Thus, embedded in the ROGG forms are these ten accountability questions which are designed to guide the applicant/grantee’s planning and evaluation steps.

7. Is the program being implemented with quality?	Process Evaluation
8. How well is the program working?	Outcome and Impact Evaluation
9. How will continuous quality improvement strategies be included?	Lessons Learned
10. If the program is successful, how will it be sustained?	Sustainability Plans

The ROGG system consists of a series of forms (available on disc) which incorporate the ten accountability questions in varying degrees of specificity.  The appropriate form is made available by THFCM to the applicant and grantee as they progress step by step through the process of project or program planning, implementing, evaluating, and documenting results.  This Guidebook specifically addresses the initial application to THFCM.  Applicants will be asked to use one form to complete the application process.  Grantees will be provided with sequential forms to assist in monitoring and/or expanding their work, in summarizing results, and when appropriate, in sustaining programming.
