The Edward M. Kennedy Community Health Center (EMKCHC) opened a satellite medical facility in Milford in March 2014. As of the end of September 2014, a total of 1,529 patients (3,366 visits) had been seen for primary care services. Of these, about 1000 represent new patients and 400 represent patients who had been going to EMKCHC in either Worcester or Framingham, and who moved to the Milford site because it was more convenient.

In this final year of funding, EMKCHC will continue to work collaboratively with various organizations in the Milford area to ensure that residents are aware of the satellite and the services it offers. EMKCHC is currently working out arrangements to have behavioral health services, including psychiatry, offered on-site and expects that to happen early in 2015. One new partnership that was developed in 2014 was with the Milford Public Schools to help children who are new to the school system get into care so their school enrollment is not delayed.

Staff at the Milford site includes 3.0 FTE medical providers (physicians and nurse practitioners), 1.2 FTE RNs, 3.0 medical assistants, a full time RN practice manager, a community health worker and a medical interpreter (tri-lingual).

The construction of the satellite health center is complete. EMKCHC has filed the necessary paperwork for licensure and billing and is awaiting approval. EMKCHC anticipates that the satellite will open early in 2014. EMKCHC has hired two providers and two medical assistants who will begin seeing patients in Milford once the satellite is open. EMKCHC plans to make referrals for behavioral health services. They plan to provide dental services at their other sites in Framingham and Worcester and they are meeting with specialty physicians in the Milford area to arrange for necessary specialty referrals.

The Edward M. Kennedy Community Health Center (EMKCHC) plans to expand optometry services in Worcester through a partnership with the Massachusetts College of Pharmacy and Health Sciences (MCPHS University). Grant funds will be used to build out the space for these expanded services. MCPHS will provide optometry providers, students and equipment.

The goal of this project is for the Edward M. Kennedy Community Health Center (EMKCHC) to open a satellite health center in Milford by July 2013. The pilot grant was a project of the Milford Regional Medical Center Foundation and it involved the development of a coalition of local social service agencies to address the issue of access to primary care. The coalition identified the opening of a satellite health center as the key way to address this problem. They identified EMKCHC as their partner to do this, in large part because nearly 800 Milford residents were going to either Worcester or Framingham for care at an EMKCHC site. Once the health center is open, patient revenue will enable them to sustain this operation.
